HISTORY

CLT was founded in 2013 by Rachelle Theodore, a public health veteran, with a commitment to assisting organizations in achieving their goals through sustainable, timely, and cost-effective solutions. We achieve this by focusing on people, framework, and processes. For the past decade, we have been providing a range of services to organizations, including community-based participatory research, quantitative and qualitative analysis, strategic planning, business development, practice management analysis, grant writing, advocacy initiatives, growth strategies, and training & development. Our clients encompass non-profits, governmental agencies, healthcare facilities, and other community-based organizations. At our core, we are passionate advocates who firmly believe in the adage, "For he who has health has hope; and he who has hope, has everything."

Our team has OVER 40 YEARS of combined expertise in the fields of executive management, finance, marketing, quality assurance, grant writing, and credentialing. Our certifications include Six Sigma Black Belt, Sterling Award Examiner, and Project Management Professional. Our credentials played an integral part in the Public Health Accreditation Process for the Florida Department of Health in Miami-Dade County and the Florida Governors Sterling Award. We have extensive experience in conducting community research using the community- based participatory research approach, health disparities studies, and developing and implementing community-based assessments, including Community Health Needs Assessments and Community Health Improvement Plans. We are strong leaders and advocates who actively work to increase funding and encourage policy, and environmental changes for lasting impact in our community. Founder

Rachelle Theodore, MBA, MPH, CSSBB, PMP

Rachelle is the visionary owner and lead consultant of CLT Business Solutions, dedicated to helping organizations achieve their goals through sustainable, timely, and cost-effective solutions. Her academic journey is a testament to her unwavering pursuit of knowledge. She obtained her bachelor’s degree in psychology from the University of South Florida, setting the foundation for her multifaceted career. Eager to expand her horizons, she went on to earn a master’s degree in public health from Barry University and a master’s in business administration in Healthcare. Additionally, Rachelle's expertise was bolstered by her certification in Lean Six Sigma, a critical aspect of operational excellence, attained from Florida International University as well as a certified Project Management Professional (PMP).

Drawing from over a decade of experience, Rachelle has been a dynamic force in the fields of strategic planning, community/organizational assessment, and quality improvement. Her pivotal role in the Public Health Accreditation process for the Florida Department of Health in Miami-Dade County and her contributions to the Florida Governors Sterling Award underscore her dedication to fostering excellence in public health.

Rachelle's professional journey is defined by her role as a Senior-Level Human Services and Program Management Consultant, marked by a diverse skill set in strategic planning, organizational development, project management, and administrative leadership within the healthcare sector. Her capacity to foster productive relationships and strategic partnerships with culturally diverse stakeholders, colleagues, affiliates, community leaders, agencies, committees, volunteers, and industry professionals is a hallmark of her approach. In essence, Rachelle is a driving force in the pursuit of excellence, committed to enriching the world through her tireless efforts, expertise, and dedication.

Justin Sanchez

Program Coordinator

Justin Claudio Sanchez is a project management professional with a strong background in healthcare, community outreach, and team coordination. At CLT Business Solutions, he supports community health initiatives by coordinating events, managing resources, overseeing schedules, and helping ensure projects are carried out with care and precision. His experience also includes public health service with the Florida Department of Health and talent acquisition in the healthcare field, giving him a well-rounded perspective on people, operations, and impact. With a degree in Health Services Administration, Justin brings a thoughtful, organized, and community-minded approach to every project he supports.

With more than 10 years of customer service experience, she has built a reputation for being dependable, detail-oriented, and calm under pressure. Her background includes health navigation, academic tutoring, team supervision, and office administration—giving her a well-rounded perspective on how to support people effectively and with integrity. Fluent in English and Spanish, Doris brings warmth, professionalism, and genuine care to every interaction, along with a strong commitment to helping others navigate challenges with clarity and confidence.

Calum Clark is a project manager and business operations professional who helps organizations bring clarity, structure, and momentum to complex work.
